The background of this, Nick, is that Г evolved to have different pronunciation in Russian /ɡ/ and Ukrainian /ɦ/. So when Ukrainians need to write the /ɡ/ sound—most often in foreign words—they use Ґ.
The letter Ґ was removed from the Ukrainian alphabet during much of the Soviet period, but was restored during Perestroika.
