What is the best and most reliable TTF to WOFF2 or WOFF to WOFF2 converter?

  You could also use Bram Stein’s webfont tools.

  This one contains sfnt2woff-zopfli, which'd be my tool of preference. It compresses fonts with Zopfli, resulting in smaller WOFF files than ttf2woff for instance.
