Help – OT features don't work with Bulgarian #locl

I have #locl substitutions for Romanian/Moldavian, Catalonian, Serbian and Bulgarian languages. I also have #liga, #calt, #swsh and other features. They all work in with all languages except Bulgarian, where nothing works. To clarify: Bulgarian substitutions themselves work, it's just all other OT features that don't.
I tried copy-pasting Bulgarian substitutions into Romanian code for testing. Surprisingly, OT works. So now I'm confused – what could cause this? Same code behaves differently in different languages.
EDIT: found out – Language systems in Glyphs weren't updated. Can mods delete this?
