can you put opentype feature file into a font without using font software?

I want to do as stated above for adding Opentype features into a font without having any installed font software.
This should be possible, right? Is there any website that will do it exactly as what I want or any command line program
to run with OT file with a Font either .TTF or .OTF format? Please let me know. Thanks
