Is commaccent input broken on MacOS?

Is the inability to correctly input a letter with commaaccent on the MacOS ABC Extended keyboard layout a bug? In Keyboard Viewer it looks like it should be shift+opt+p followed by a letter but that produces the mark followed by the letter, e.g. ̦k rather than ķ.

Remember that ķ is technically k+cedilla, even though correctly displayed as k+commaaccent, so in the ABC Extended deadkey input, try Option+C,k.1
