A dummy question about trademark glyph

FontForge proposes me to collocate trademark glyph amongst ligatures.
However, I've some cases of the pair TL in words as ARITMICO ARITMETICA ATMOSFERA...
How is it possible (if it is) to distinguish the two different occurrences,
the ™ symbol and the presence of these two letters into a word?

Don’t include such ligature, FontForge is certainly wrong (I think it just blindly uses Unicode decompositions).
