Windows system font setting

Hi,
Does anyone know how Windows determines what is a system font and what not?
Is this determined on font or os level?

I believe it's a hidden list at the OS level.0

There is a list that records file names to be protected.0

My client wants to embed a custom font in a PowerPoint template. But Calibri is also used in the template and according to them ppt embeds all fonts used or no fonts. You can't make a custom selection of the fonts to be embedded.
Calibri makes the template much bigger in filesize so they want to see if it is possible to mark Calibri as a system font because those are excluded from embedding.
