At first glance, to me it’s a complete different typeface and nothing can stop you to publish your font.2

Someone liked your concept and did something similar, but they are not the same. Publish yours as you planned and don't look back. If they complain, perhaps you have some proof of prior publication?

I don't even think they are similar, by most typographic standards. The concept of smaller letters with a line over and/or under dates back about a century, and that's about the only thing they have in common.
Being broadly vaguely similar is neither a crime nor any form of infringement... but these typefaces aren’t even that!10 -
They're both typefaces. That's about it.2
