Yes, available in the newest build of FontLab VI.

Note that the initial description of FontLab VI Variable Fonts support is in the release notes, here:
https://forum.fontlab.com/fontlab-vi/fontlab-vi-preview-for-mac-and-windows-build-6511/
Within a week or so this should show up in the main documentation, with more details and screen shots, etc.
