In the font I provided uniE031 is a Base, so it is ignored by rphfRephFormlookup2.1 -

I didn't know you are allowed to use code-points instead of glyph names. Apart from that it seems valid to me, but be aware blwfBelowBaseFormsinMyanmar2lookup1 is unused.1 -
