I think it's not that complicated. If you violate Dutch copyrights you can be held accountable before Dutch court. It shouldn't matter if you're violating from the Netherlands of another country.1 -

I don't know why lettering artists feel the need to place dots on IJ, but in everyday writing there's no confusion about IJ or ij. Words like IJmuiden don't cause any problems nor does JOHAN CRUIJFF.…2
