Halfwidth and Fullwidth Forms

Does it make sense to add elements from the "Half-Width and Full-Width Shapes" block (FF00-FFEF) to a font that doesn't contain Asian characters (Chinese, Japanese, or Korean)? When might these characters be useful?

Those characters are specific to East Asian typography, so without CJK support they’re not useful. The ‘width’ referred to is CJK character width.2
