Someone requesting a price has said that SharePoint font theme packages makes it possible for users to view a theme using a font, but not to create or edit using that font. Anyone here know if that's true? Thanks!

It's more nuanced than that but you would want to find out how many sites they plan to distribute the package on and whom the package is available to. Consider this a deluxe web font license and determine users with view only permission and users with editing permission as well as cumulative monthly unique page view totals.3
