Which software is best for Arabic, Urdu font?

Glyphs has great support for developing Arabic fonts. Check out the tutorial: https://glyphsapp.com/tutorials/arabic1

I recommend contacting Omar Type Foundry in Lahore. They make what I consider the best OpenType format Arabic script fonts, in terms of both design and technical capability.
That said, if you are interested in making a nastaliq font, be aware that the OpenType format wasn't designed to handle cascading styles of Arabic script, and it is very ill-suited to controlling the relationships of mark positioning and inter-lettergroup spacing in such styles, especially where the Urdu ے (barree yeh) letter is involved.0 -

You can use any to create the characters, but the problem is in non-existing (currently applied) engine which can present phoneme to grapheme relation, with option of grapheme variations without abusing Unicode.
Decotypes ACE solves this problem, but since Arabic users don't know about Arabic script, we suffer for decades.0
