reverse quotation marks

In most languages quotation marks are written in the form qq or bb (“ ”) on top or bottom. 

Are there any use or occurrence for the form pp (‟ [U+201F]) or even dd? 

(The last form I can not find in Unicode, even as apostrophes).

  I participated there in the discussion at that time. The form pp is mentioned here, dd probably seems not to exist.

  ‟ is a stylistic variant of “. In a few fonts “ has that shape.
  
  201F has the following comment in the Unicode chart:
  has same semantic as 201C, but differs in appearance
