In Northern Sami does tbar only occur inside of words?

From what little I can glean from the internet, Northern Sami only appears to use tbar inside of words, and it never appears at the beginning or end of a word. Is this correct?

  I looked back through everything I gathered when I was looking into the Sami languages and I couldn't find anything.

  Do you know where I can find a Sami word list? I just want a dump of words like a password cracking dictionary.
